Collection System Capacity Assessment Study Update

DESCRIPTION:  This study updated the last collection system capacity assessment that was completed in 2013.  It reviewed the District’s service area and land use, conducted a temporary flow monitoring program during the wet weather season, established capacity planning and evaluation criteria and projected design flows based on that criteria, reviewed the District’s collection system facilities including pump stations and force mains, updated and calibrated a collection system hydraulic model, analyzed collection system capacity using the hydraulic model, identified capacity deficiencies and proposed improvements for those deficiencies, and estimated capital improvement program costs for the recommended capacity improvements.  The study culminated with and was documented by a final report entitled “Sanitary Sewer Flow Monitoring and Hydraulic Modeling Update.”

JUSTIFICATION:  A comprehensive collection system capacity assessment should be conducted at regular intervals to confirm the District’s ability to adequately convey peak wet weather flows to the plant, and to become a reference point for capital planning, project prioritization, annual budgeting, and rate setting.  The collection system hydraulic model is an essential tool for the District to conduct hydraulic analyses which facilitate engineering and administrative control over potential impacts to collection system capacity precipitated by proposed developments.

TOTAL STUDY COST:  $205,194.51
