Feasibility Study Update

The Local Agency Formation Commission (LAFCO) Wastewater Municipal Service Review recommended a feasibility study to investigate the feasibility of a potential consolidation between Mt. View Sanitary District and Central Contra Costa Sanitary District. Both Districts agreed to voluntarily and jointly participate in a feasibility study.

This effort began in November 2024 with retaining a consultant and forming an agreement to proceed. The consultant submitted a Request for Information (RFI), which both agencies responded to. The consultant presented the Boards of both agencies with a progress update in June 2025 at their regular public meetings. The consultant met with staff from both agencies in October and November 2025 and collected data on organizational structures, policies, and procedures.

The study plan is scheduled to conclude in June 2026 when the consultant will provide a report to both agencies. The web page, https://www.mvsd.org/feasibility-study, will be updated throughout the study process with substantive information as it becomes available.
