Pump Stations Condition Assessment Study

DESCRIPTION:  The study conducted condition assessments of each of the four pump stations and their major pieces of equipment and assets to identify those in need of repair, replacement, or rehabilitation.  More specifically, it conducted evaluations of the pump stations’ civil, mechanical, and electrical components, performed visual seismic inspections, conducted corrosion testing of concrete surfaces and piping, and performed limited visual inspections and CCTV of the four force mains.  It also evaluated the feasibility to install telemetry and implement full monitoring and control of the four pump stations via the Supervisory Control And Data Acquisition (SCADA) system.  The Study culminated with and was documented by a final report entitled “Pump Station Condition Assessment Findings and Proposed Improvements” which identified deficiencies, recommended improvements, and estimated capital improvement program costs for the recommended improvements.

JUSTIFICATION:  A comprehensive pump station condition assessment should be conducted at regular intervals to maintain an ongoing understanding of the state of the District’s infrastructure, and to become a reference point for capital planning, project prioritization, annual budgeting, and rate setting.  Currently, none of the pump stations are connected to the District’s SCADA system and therefore cannot be monitored or operated remotely, thus requiring frequent trips by Operations staff to each pump station.  Full pump station monitoring and control may reduce the number of trips, significantly improve Operations staff efficiency and productivity, and ultimately save the District time and money in the long term.  The findings and recommendations from this study form the basis of the Pump Stations Rehabilitation & Improvements capital improvement project which is following this study.

The image shows a system of pipes and valves, likely used for water or fluid management, with some signs of rust.
Pump Station No. 1
The image shows a small building with a metal facade, safety signage, and a yellow structure outside, surrounded by a fenced area.
Pump Station No. 1
A small building with a dark door and a warning sign about diesel fuel; it instructs no smoking or open flames nearby.
Pump Station No. 2
The image shows two industrial pipes and valves, likely part of a water or fluid control system, with some dirt buildup.
Pump Station No. 2
A small building labeled "Pump Station #3" with a warning sign about diesel fuel, featuring a brown garage door and entry door.
Pump Station No. 3
The image shows two black pipes with red valves, installed in a concrete pit, likely for plumbing or irrigation purposes.
Pump Station No. 3
May contain: architecture, building, housing, outdoors, shelter, house, door, cabin, and outhouse
Pump Station No. 4
The image shows an industrial setup with large pipes, valves, and a motor, likely part of a water or fluid management system.
